Because he's probably going to be joining SEES-2 and, at my suggestion, he was given a rank below the rest of the team, but not so far below he'd be instantly crushed in any storyline battle?
And which character of yours are you referencing, again?

Because, as far as I know, he's not really set to join either team? You can always ask for a bonus buff once he's actually in somewhere...
