A figment of imagination apparently assault marines become troops and get the turbo boost special rule, which means they'll close bloody quick and with only a small board for a small battle, theres not much i can do to get away. If the number 13 is an unlucky number, then so should the letter B be. Because B looks like a scrunched together 13.
Destroying Marines from ranged before they get to you with Eldar is rather easy if it's on an open board. I'd suggest taking a Reaper squad in a small game or taking a Prism (or two if you can) in a larger game. However if it's a board with a large amount of cover on it and you don't think you can get much fire on them before they reach you; remember that only those ASM squads are going to be messing with you. It's them + their long ranged weapons vs. your entire army. In that case Dire Avengers are a good way to soften them up before they get into CC, and try to keep A Wraithlord and a CC squad (Scorpions or Banshee; Scorpion love my man) near any expensive shooting unit that is succeptable in CC IE Dark Reapers, Support Platforms, Fire Dragons, etc. etc. Just keep your army bunched together and if they have Whirlies; Prisms have the range and strength to take them out no problem. -Tojju

Not going to happen. Theres no way Turbo Boost is going to jump pack troops. And if that were the case, you wouldnt want defensive, youd want offensive. The eldar work by hitting first and not getting hit, not holding.

Bunch together??? No eldar die too easily. You spread out and hit the enemy first. You spread out and confuse the enemy's priority of targets. And regardless no jump pack marines are getting turbo boost, troops maybe, but not turbo boost.

BA assault squads will become troops, turbo-boost is reserved for librarian on jump pack , and Mephiston... is terrible

Runes of Warding. imagine, if he's making 3-4 Psychic tests a turn on 3 dice each with anything over 12 invoking perils. and apparently he does only have a L of 9 for some reason, so 3 dice could fail rather easily for him.

even without psychics, Mephiston is brutal in hth, and lets not forget Jump-packing Dante, he is brutal too without any psychics involved...

Well the harlequin codex is of course permission only and third edition, and obsolete due to the 4th edition eldar codex. And as harlequins are elites only. If you mean based on the harlequin codex than Il go on about that, but Im assuming you mean a force using the new codex, so Ill go into that now:
Your best bet would be to fill those three elite choices obviosly, but only have a troop leader in one. Maybe take an autarch as HQ, give him the warp jump generator or wings and model him as the solitaire and to keep it fluffy dont join him to a unit (thus the wings or war generator).
As for troops Id recomend fully kitted out bike squads (the original harlequin codex had harlequin bikers, the eldar bikers are no where close but itd be good support for the harlequin units). Paint them all appropriately, and make sure to have those death jesters in each unit.
Hell if you still have points, then take a second autarch or a special character and model them as the troop leader, and model each actual harlequin troop leader as one of the eldar gods. Any other points could be spent on vypers (those were also in the harlequin codex as their heavy support choice).
If you cant tell, its an army i intend to make as well, so ive been giving it thought.

Ahhh.... Eldar. Tell me, how many millenia has it been? My my, how far your race has fallen from the worlds worth of proud warriors to your current... *laughs* state. Ah well, here I had gone into stasis hoping to return in time to see your race fall myself. Maybe even have a hand in it. Hmm, perhaps there is still time to do that, that is, if the humans don't get to you first. I must admit I was surprised to find that they and the Krorks were still around, and even more so to find how far the humans had come and gone. Still, I suppose it's to be expected. I'm glad you are around, Eldar, It will give me great pleasure to consume the last delicious morsels of your essence before you're wiped out completely.

i had a thought
is it possible that because Vaul was in prison that he was not destroyed? that he was trapped somewhere that not even Saalanesh could get him.
what would that mean for the eldar if one more of there gods survived?
