@Stick: Yup. Just not as many; Moe Kills give you 5x, Item gives you 3x, and Frenzy gives you 2x for Shampuru, I think. Chou-Chou isn't barbaric enough to kill her enemies. She just turns them into bath sponges instead. ^^
There are no voices for the custom Peons in English, no. Because there are a metric buttload of voices and dubbing ALL of those lines would've been prohibitively expensive.
Remember, you can check the affinity of large crystals before you try to get them. ^^b

Does that mean that for as long as I play with the English voices, any Peons I create will be mute...?

Eeyup.
Though, Peons aren't really as good as story characters (lacking the awesome super moves 'n all). What they're really good for is tossing in your back row and having them passively gain levels, then fuse them with each other or your story characters to grant new skills and passives. Not to mention higher stat gains on level-up. ^^
