Basically i think its +5-15 on whatever your hit was going to be. So if you land a special it will always hit at least 5.

Does really nice work. @SilvDragon - Not going to get into a fight with you about it. If you thought about it you might have come to the conclusion that prices are in fact always changing, and I didn't do the 98 levels in the space of a few days. If you get 99 Summoning I would be happy to compare pouch methods and costs with you.
