He's a prosecutor, but we don't actually know how high a level he is. I mean, think about it. Cosmic Boy single-handedly ends the war and the entire Dominator threat. The UP delegates who were saved, were done so by the Legion.

True, the WORD of the law has been broken (what with the alleged mass-genocide and all), but for some reason I don't think the higher-ups are putting a HUGE effort into capturing and prosecuting Cosmic Boy for war crimes. All they've sent is ONE young Bismollian.

Exactly. Consider; the Legion claims to uphold the virtues of the ancient heroes, and yet their Leader just obliterated an entire race, hostile or not. Even if government worker Tenz isn't in the Legion, if he belives at all in their credo, it could be damn demoralizing to understand Cos was willing to GO that far.

Heroes or not, the Legion is still subject to the laws of the UP and to the code of ethics they claim to uphold. And mass genocide is a violation of those ethics. If those in the Legion who don't know the truth about what happened DON'T feel uncomfortable about condoning it, how can they claim to be laying tribute to heroes like Superman?
