I think I get what you getting at, but it's never actually stated that 99 is the max level of spells. It's just a bit of a scale for putting their power in perspective. Keep in mind that Tessai and Hachigen both use kido that they created, hence why Hachi's barriers aren't on the numbered Bakudo list.
As for Uranometria, I think it should either be forbidden or the Tekkō should be removed for the following reasons:
Reason for it to be forbidden: If it's not then everyone is at least aware of it's existence whether they can use it or not because they would have learned of it in the academy or from the library. So if it's forbidden, only the Captain Commander, Lieutenant Commander and 5th Division Captain would have any reason to know about it. Anyone else would have obviously been poking their noses in places they shouldn't be.
Reason for Tekkō removal: This really is only hinged on whether or not it's forbidden. If it's not forbidden, then every Captain with 10/10 Kido would be able to have themselves pre-seeded "just in case" so whenever they go into battle they have a backup I-win button. Without them, they have to bring other captain level fighters with them, which makes it's usage much less widespread.
As it stands I see this situation playing out over and over:
*A Sephira attacks Seireitei/The Human World
*A Captain w/ Kido mastery shows up
*Normally the two would provide each other with a decent challenge, but the captain has been seeded with Tekkō for a while beforehand for no other reason than "I might have needed it"
*Sephira goes to attack the captain
*Captain pops the Tekkō then unleashes the spell /end fight
I could be missing information that would prevent situations like this, but currently I see it as an I-win button. I like the idea of the spell. It's just a little too unrestricted in terms of usability as is because everyone knows of it and it can be prepared for an indiscriminate amount of time beforehand.

To be honest, I never envisioned anyone but Yuki or Lee being able to use it. Granted I never mentioned it or anything, but I simply thought 'this is something only they would be able to do.'
You make good points, but if I went with the forbidden route, I ask the following;
What exactly would become of those who took part in creating and casting this spell? It is not as though we have some sort of Central 46 of our own. There's also the Jikanteishi and Kūkanten'i avenue, where not once has Lee been arrested for using them, which he has, at least three times.
While we're on the subject of forbidden things, several RPC's should have been arrested for attacking Captains, namely Yuki, Hei, and Kyoshiro, and Hei should be arrested and dealt with as a Hollow for posessing Vizard powers. The whole forbidden thing is just blah to me since there's nothing to be done with it. I mean, if you wanna have three Captains killed/imprisoned forever, only to create new ones, then sure... but I don't want too. xd

After the Yammy being Cero Espada thing, I have a hard time believing any sort of number scale Kubo gives us unless it's set in stone. I'm still waiting for a 14th Division to pop out of the woodwork and be completely useless.

Ok, I see why the forbidden would be such a pain in the a**, because then we would have to essentially reformulate the entirety of the rp considering the number of characters that have done, are doing, or will do things that would be illegal in the eyes of the Central 46. Also, only Lee/Yuki knowing the Kido in it's entirety helps, because they could teach someone how to seed them, but not teach them how to properly utilize them causing anyone that tried to use it after they did to face certain death from trying to control 3 Captains worth of Reiryoku with one body. Taking that into consideration I retract my declaration of it being an I-win button now.

That was the easiest way I can think to describe the process. It also reminds me of a spell from L2 that was similar in that it was powerful, but you had to be given Seeds of [Element] from other high level mages before you could cast it.
