Question:Is the ship yard in LoP on the surface of is it the ships just drifting out in the planets orbit? Just need to know this before I post.

Bilbringi is an asteroid. Specifically a group of asteroids. Its like, built into seven different hunks of rock, the largest being Bilbringi 7, which contains shipyards.

Probably in the Center of the Main Asteroid.

There is no real "control room" persay, as it is not a ship. However, the command post is in the southern hemisphere of the rock, but you'll have to disable the shield generators with a concentrated blast to get there orbitally. The headquarters of the asteroid is right next door to the generators. Take care not to hit the shipyards, they're only attached by pylons.

Then i proably can't bring the arcane into dock to get him into the place, so i'll bring him by transport, whats a common transport ship that would be held on the Arcane anyway?

Not the sentinel or Lambda. They're not designed for boarding really.
