Nobody is. Some just take longer to bloom. I mean, if I had a student in the academy, I probably wouldn't even pass for a couple YEARS. Real-time ones, too.
It's why I never start below Chunin. ^ ^

why is this genin exam like 50 times harder than the one on the show? the intire kusa academey was WAY easier

We have high standards and only want the best. Because we're so hard, we trust that we'll turn out shinobi that excel in more ways than one, and it also means that we'll have a better defense when attacked by enemies.
Also, we're more lenient in other places, so we had to make it up somehow. ^ ^"

lol, I think Ame still wins out (at least would if I was still tehre xD)
At least in the practical part.
Plus we raised the passing % by 10.
Well. Last I was there.
DAMNIT why did I leave haha.
I had students learning the first genjutsu in the academy we were so hardcore.

NO! Hitomi lost an arm in this exam, I don't think we need to be any harder. (I actually flipped a coin as to whether it would kill her or destroy the arm. I'm never getting rid of this quarter.)

Um... the only academy that I've expected like... any blood for a genin exam... was for Kiri... Cuz only half of their students ever live each round... sweatdrop

Neutral 20 on a kunai to the chest. I chose the shoulder as the impact point, and Hitomi's body is not exactly the most resistant to trauma. (Has an avian internal anatomy)
