"Right. Just because they 'lead' over the others, she will only lead at her 'subordinates' discretion. Meaning, it is more like a partnership where though only one body makes the primary decisions, she will do it in full will and want of her underlings. Otherwise, they think they don’t need her anymore and she'll get a steel kiss."

"In a royal family, you serve your House, not your Matron. Anything you do, any move, any death, you do it to the advancement of your House's rank in the City hierarchy. And if that elevates you in your internal hierarchy, so much the better."

Allen: As is the hierarchy in almost any pirate ship. The Pirate's Code states that any captain can be overturned, not mutinied, mind you, with a vote by the crew, in which a new captain is selected by majority rule.
