I have a question about the bracelets. Do they only work when worn, or will they inhibit the powers of anyone touching one?

So mabey something like they work on whoever touches them, but only if they're closed?

I dont think it would work. Because if you had a superstrength friend trying to break it off, when he tried he would lose the strenght and just be pulling uselessly at it.(like drackio an Kothar did)
As for the power source of the bracelet, I doubt that it would be battery operated... That'd just be silly.
My guess is, that it runs off the very power that its stealing from the super.
