Hmm,Haku would come in second place for me.Number one?Naruto,hands down.
Look,the big blue chibi eyes says everything.Absolutely ******** perfected the pout (not a seme maneuver),and he has the whole "I'm sad because nobody likes me" thing working for him.And yes,Sasuke has the uke in his name,but it has been shown several times by several people,you call Sasuke an uke,and he shows you he is definately not.
Not to mention that Naruto can be paired up with nearly any character in the naruverse. To me,that has "uke" written all over it.

I would say either Naruto or Sasuke. Naruto would be less likely though. To me he seems too boyish to let someone dominate him. Kyuubi probably wouldn't like it either. And Sasuke seems very emotionally damaged that he would let someone control him in a sexual relationship.
But I really see the two in an equal relationship and not one seme and one uke.

Sasuke. Oh my god, I don't know why everyone sees Naruto as the Uke, I never could.(this, also coming from the girl that could never see Iruka as the uke)

I would defiantly say Kabuto. lol. he's orochimaru's play thing lol. but i don't like that pairing so I have to go for sasuke. Naruto has a lot of energy so yea hehe

Sakura is the ultimate uke, for sure.
Of the guys...I'd say Haku, maybe?
And I don't see how Naruto is the ultimate uke. He's so far from uke, it's insane.

Fenris Von Uberwald Sovereign of Darkness I definately think that Naruto gets passed off as an uke a lot because a lot of characters with troubled, sad pasts tend to appear uke. However, he's uke in a diferent way as well. Innocence and inexperience plays a lot into uke factors, and who would be more inexperienced with love than Naruto, a person who grew up with no parents (therefore no "love examples"), was alone his entire life, and can't even realize that Hinata has the hots for him. I'd say that in a sexual situation he just wouldn't know what to do. That makes him uke. Yep, thats why I say he is a good uke. He would probably panic if someone kissed him (intentionally, that first time WAS an accident...and even then he looked pretty shocked) I'ld say Haku was (is) the most uke character in the series. But Naruto is pretty close for the above reasons people stated!
