Well, considering I haven't had the time to read the whole manga (I've only read a few chapters), I don't know how annoying she is in the manga. However, from what I've seen of the anime, she kicks total butt!

When she first appeared she was pretty awesome and then she seemed to get dumber :/ I still love her though. My friends hate her XD

Well I think she is a mixture of awesome and awful. She came off pretty cool and awesome, but later on she was kinda of an annoying fangirl. But I can stand her. I love her fashion sense,so that was another attraction. I do give her kudos for being loyal enough to not rat on Light.

but I think that she's pretty smart... it's just that when compared to L & Raito, who are insanely intelligent, there's just way too much of a gap

Yeah she's pretty smart, I'd say her intelligence (or IQ) is Above Average, but L and Light's are like, Superior... or beyond... if that's possible haha. xP

As soon as she started calling L a pervert, I started disliking her. No one calls my L-kun a pervert except for me (and all the other raging L fangirls)
