Timmy is correct. You get your two base elements at creation, and must unlock the third. (Later edits will likely require chuunin to unlock combination elements.) Hiton would also be classed as an extra, due to being from profession. (Although Greg won't even blink at it of you set it as a main instead.)
I'll have to check later, since I'm not home, but the bloodline jutsu might not be listed anywhere at the moment, for various reasons. If that's the case and they're not in jutsu, I'll transfer them to the bloodline post when I get home.
Edit: Changed my mind due to the number of jutsu in the list... The thread has temporarily been restored to the jutsu subforum.

Seems like it'd be an extra since it's being attained through a profession benefit, rather than taken as one of your main three. It does give an extra slot after all. I honestly don't care either way myself. Both work.

Are we still using the old jutsu learning system or is the debate still going for the new one? Honestly I haven't heard anything about it and I was just wanted to know before I do anything.

Still using the old one for the moment. A final decision hasn't quite been made on the new one, though if you feel one way or the other about it, go ahead and say so in the thread.

I know it'll involve having more active members, but I have to ask. Are we going to have the villages follow the traditions they have in the manga and anime? Like kirigakure having the seven swordsmen or Kumogakure with the tag teams/two man partners that have specific combos. Or Konoha having the Twelve guardian ninja. I honestly don't know what suna and Iwa have, but I'm sure you know what I'm getting at.

That's pretty much up to the kages and villagers. Villagers are free to form groups within the village, and kages are free to form official associated groups such as those listed as well.
The twelve guardians however, are unlikely. They are named as such for being special guards of the fire daimyo. Since we don't actively have a daimyo, there's no point to the group.

The Mizukage is on his way to Kumogakure to sign an alliance treaty, so 2/3 of that squad could be possible. It may not be complete world peace (Which would be boring in this RP), but its squads created within the RP, without necessarily having a million members.

What exactly would it take in a talent to be able to learn an indefinite amount of custom Taijutsu styles? Apart from the obvious giving up of my elemental chakras, my genjutsu abilities, and most likely the use of any type of ninjutsu?

Talents were never meant to be "Sacrifice X to overpower Y", but that seems to be what they've become. But to answer your question, Hinote is the only one who can decide that, so I suggest PMing him.

The options listed are the ones I would suggest at first glance. You might be able to come up with another equivalent sacrifice, but I can't think of any right off, nor do I feel I should, since a talent is meant to be your own creation.
However, for such a talent I would require that you be a taijutsu specialist before even your sacrifice, as such a talent is highly within the grounds of that profession.
@Greg: That's what they've always been. We just attempt to keep the overpowering side within reasonable limits.
