@Kyosuke and Reaper. I have yet to finish my profile because I need to know what the hell to do so can someone please tell me >.< Is he fourth espada level or not. For whats its worth I agree with Reaper her logic is understandable and from my point of view correct.

I had not seen the Arrancar hierarchy the same way as most then.

Termino
Dio
Eximo
Fraccion
I was quite startled when I heard of the Segunda Dio getting a fraccion. Then again, nothing was said about Dios only bossing Espadas around. Either way, I don't have the power to intervene and the only ones that can actually shed some light on this issue haven't posted for at least 2 weeks (Real life ambushed them as well?). I can only pray that it won't be 100% up to the members to make the plot move. (Caelum, I'm counting on you since I'm too lazy to move my arse)

And I understand how you feel. But Fraction of Espada rank above numeros and Privaron, no? So would it not stand to reason that the Fraccion of a Dios might stand, in order to be of use to one so powerful, somewhere among the upper tier such as among Espada? Though if I were to make any reforms I would likely state that such a Fraccion might be closer to lower level Espada.
ie:
Primera Dios Fraccion = 7th Espada
Segunda Dios Fraccion = 8th Espada
Tercera Dios Fraccion = 9th Espada
Cuarta Dios Fraccion = 10th Espada
Quinta Dios Fraccion= Slightly Below 10th Espada
All levels given at typical/average power.
But that's just my opinion. But I'm trying not to make waves, so I'm just letting it go and be handled by the senior members/crew. Though if any like my idea that's all good and well too.

I had based my assumption on Bleach's wikia page ( Here) It was saying that fraccions are subdivisions of numeros so I thought they were only numeros handpicked by Espadas. And well, hopefully the "real crew", not those who were promoted because they were captains, show up soon. That reminds me that I should get rping...You'd think that a week would have given me plenty of ideas/inspiration...
