Random thugs can be NPC'ed by anyone, actual villains need names. I do believe that I should throw out that I'm not the one making these decisions, just throwing out my two-cents. Taking away peoples choices to spread wealth around, be it capital or otherwise, by an authoritative group is a move straight out of Soviet Russia. Forcing them to limit there choices to go in your direction. I understand The intention is fairness, and balance, but the principle irks me. I understand Alkie. I'm not meaning this to be personal. just tossing in my 2 cents is as well. Appearently the villages close at 15 active. And Yo-ko is absolutly right. Having a awesome Kage makes Suna awesome. But without the Five-Year plan and mass killings, nor am I directly taking away choice. Seeing as we are allowed a max of two characters in this guild, one can simply wait until the villages are open again to join. Also, if I had any direction for fairness and balance then it would be doing a lot more than closing off a couple villages to throw some shinobi into the others, but that's neither here nor there. It's not fair to the rest of the villages if people are going to join the most successful villages, which happen to be Suna and Kumo. This change has to include more active Kage, in both activity and village-detail, as well as the number of shinobi. As it stands right now, I can see Suna steam-rolling every village but Kumo, and Kumo would eventually lose, if we go simply by stats and power-level. This gives the other villages a fighting chance. Not that suna would get all warlike and ruin everyone's s**t. That'd be rude. Baw, tl;dr. simple thing is: Get moar members in other villages, even out the power levels, ????, profit.

we will have to agree to disagree I suppose.
I would like to see more village interaction. more treaties and foreign relations.

Just got here, so I am not sure if its been adressed yet, but what about surgically implanted Dojutsu?(No clue if im using it right.) As it stands right now, that is universally used to increase a villages power. While it doesn't give the bloodlines power to the user, it gives them the eyes power, and can allow the user to access techniques that the eye is required for. From what I've seen on the show, its impossible for you to cross the bloodline line... Ninja's without a bloodline have been the only ones able to get these implants, or ninjas of the same bloodline to get them as replacements. Any other kind of implant is far too dangerous to even have, as Danzou showed us all with that massive gold plated arm seal of his.

Currently, Implants are not allowed within this guild.There may or may not be a system developed in the future. As it stands, there is no development of such a system planned for the near future.

Shinsua Some nifty ideas, but... adding summons "for the hell of it" is kind of something we really want to avoid. true true....then add them cause we could use some awesome summons like that? there are alot of summonable characters in the canon as well as in filler episodes that i think we could use
