So, does the first place winner get the money AND the letter? Or is the grand prize winner "first place"?

The grand prize winner is technically 1st place. The 1st place winner is technically 2nd place.
So no, the GP winner doesn't get a gold prize AND a monthly collectible. They receive ONLY the monthly collectible.
