The correct answer depends on the halo arrangement over the four angels. But (counting from top to bottom) it's either the first one or the second one.
The second and third angels have either halos of the same colour or halos of different colours.
If the first case was true, the first angel would be able to deduce her halo colour automatically (in example: if angels two and three had blue halos, angel one would know she has a yellow halo, and vice versa), thus making her the first one to guess.
The second angel could use the same logic described in the previous paragraph and wait for the first angel's response; if the second case was true, the first angel would say nothing, and the second angel could use that to deduce that her halo is from a different colour than the third angel's. Since there are only two halo colours in this game, that's more than enough for our second angel to guess her halo colour.

That Imperial measurement unit is called "feet" for a reason. If they used her own feet as a measurement, I'm sure they would do a pretty accurate work.
As for the second question, I'm clueless.

You take a known measurement like height and estimate from there? or do you want a more precise method?
