I haven't quite figured that out myself. Kevin Tewart (The main guy in charge of the list), is usually anti-metagame. So the first logical thought would have been to ban Monarchs and/or Gadgets. Instead, they have killed just about everything else.

Chimeratech just took a hit from the limiting of Overload and Trunade.
Dark World is on life support due to the banning of Graceful
Diamond-Dude Turbo is nearly nonexistent due to the limiting of E-Hero Airman/Stratos.

The main survivors I have seen are the few traces of originality at my tournament, My Light/Fairy deck wasn't hurt too badly, my friend's Zombie beatdown is ok, and from there, it's mostly Gadgets.....

This list is really an overall disappointment. I, as a Level 1 Rules Judge, am going to hate enforcing this one..... crying

Lol... I said the same thing when I was judging at a sneak peak and I was getting questions from people about gracefull charity being banned. Well yes it was a good card but they werent going to bring back Pot of Greed and for all we know Pot of Greed may never be resurected, But why Bring back Snatch and Steal, Both Players are Benefited in some way, as for other cards like Change of Heart amd Enemy Controller, only the user is benefited. See, our first exaple would be Monster reborn. Resurect a monster from the grave yard Monster reborn goes to the graveyard. Now we have Call of the Haunted and Premature Burial, They Stay on the feild, and You have to Pay LP to use Premature, Kevin may be just trying to make it so both players are benefited and have an equall chance.

BREAKER THE MAGICAL WARRIOR (WTF!!!! i can't see the point in banning him, okay his effect is annoying expecially if you can return him to your hand or give him another spell counter)
DARK HOLE (but it hurts you too, it hurts you too!)
GRACEFUL CHARITY (nooooooooooo!!! not agains)
LAST WILL (only ebil in chibi and exodia decks)
MAGICIAN OF FAITH (what's the point of banning this? just make it limited along with mask of darkness which shouldn't be semi-limited)
POT OF GREED (avarice should be baned, not Pot of greed)
SINISTER SERPENT (i hated that thing but why ban it!!!)
TIME SEAL (so you skip a draw phrase, it's not as bad as yata-garasu)
VICTORY DRAGON (i can see why but it's kinda pointless since it's hard to summon)

Have they decided to limit Elemetal Hero Ocean yet?

ocean is pretty much only useful in an e-deck and probably will limit it to 2 or not at all due to it's better counter part.
