Asking for anybody's opinion: would you say the other Senshi's (not Usagi) sense of duty be so powerful that it'd prevent them a good relationship?
Apparently, that's the answer I've been getting... and if you ask me, that's very depressing.

Well that's because that's what's written to be honest. Sans Michiru and Haruka- The Personal Guards/Inner Court (ie Venus, Mars, Jupiter and Mercury) remain "single". Even gone as far as it is written in Code Name Sailor V that even though Venus/Minako has romantic entanglements with both Dandurite and Kunzite (As Dandurite HAS outright SAID she was with Kunzite) they ended in tragedy- which Dandurite has said to be her destiny.
Mars/Rei- herself has also stated that she took a vow of chasity as well.
Pretty much was summed up in the StarS manga where Rei and Minako were talking to the Starlights. The girls basically said they lived only for their princess. (Usagi/Princess Serenity) And that they don't need men.
Therefore also the lack of actual children from these characters (As I don't count Parellel Moon as it's not part of the Canon story line) also reinforces that.
Then toss in Chibiusa's memories of her always being alone and what not then add in the guys that the Inner Court are -implied- to having some sort of relationship (Sorry beyond Jadeite and Kunzite there is no real hard evidence other then a pretty picture that the Shitennou and the Inner Court were suppose to be together at all.) are dead and basically stones.
So! That's all a long-winded way of saying that the only ones that have good relationship-romantic wise as they seem to not have problems making friends really- is Usagi/Mamoru, Michiru/Haruka and Chibiusa.

But what if the girls have no Queen or Kingdom to pledge allegiance to? And by the way, has the Moon Kingdom/Princess Serenity done anything that would compromise it/cause a rebellion? Perhaps a possession?
Takeuchi intended the manga for little kids as much as the teen market. She leaves out a lot of the stuff concerning the Kingdom, at least as a realistic functioning political galactic entity. While I love the fact that it is chock full of allusions to the ambiguity of Mt. Olympus... I kinda need to know that sorta stuff, and I wouldn't exactly call myself a creative authority on the fanfiction side of everything.
In other words... I r n00b biggrin

Only thing that caused real problems was Princess Serenity's love for Endymion and his for her since all contact from the Moon is banned/forbidden. This is mostly due to us being told that those of Earth were envious of the long lives that the people of the moon Enjoyed and the like. We're also told that those of the Moon were meant to guide earth on some path.
My problem with that and what I've noticed is, that Earth apparently had NO problems with the other planets. The people of Earth accepted help from Venus-as noted in Code Name Sailor V manga where it shows a flash back of Dandurite- a soldier under Kunzite- who was originally from Venus.
Also the hints with Mars/Jadeite can be assumed to imply that Earth had no problems with Mars either. So really they have no problems with anyone-but their own Moon.
My other issue is that whole" We're here to guide you!" bit. Who died and told them to do that? No seriously, who did? (other then the Author.) No where it says why or who. It's almost as if they took it upon themselves to do that.
Earth's issue with the moon also lies in Paranoia. The Moon is very close to us-thus the people will start to wonder if they're being spied on.
They tell us "Oh no we're not doing that!" but that's what they're doing exactly. When you watch over something you're basically spying if you don't alert them to your presence.
So, other then the long lives bit, there's not really much.
Though reading the plot line for it-manga can be downloaded from Bitorrent (I don't advise reading it from Mangafox because it's not in order. ) and the like.
Oh yeah, there's a sparkly crystal that's more active then not that every villain and their mother wants from the Moon kingdom. Thus we have the plot from the first Season- Jealous witch, brainwashed only probably half of the earth's people that would listen- got a major boost from evil entity that wants sparkly crystal. Leads a war against Moon Kingdom playin on those fears- (Rocks fall everyone dies). Then Queen gets upset doesn't think straight sends everyone to the future to be reborn.
As for the senshi without a kingdom and such- look at Sailor Galaxia as a prime example as well as the senshi she had at hand: Like Lethe and that other one, Phi and Chi. Those four were actual sailor senshi that traded their Sailor crystals for whatever Galaxia promised. They don't seem to belong to any particular kingdom or protect anyone just like Galaxia who also came from a world where she didn't have a kingdom or anything.
She just wanted to be the best senshi have the best world to match. And Ultimately end the Sailor Wars(war in general).
So I would assume that if a Sailor Senshi has no allegiance to anyone (King or Queen/Princess or Prince or even kingdom) then really it would ultimately be up to THEM how they would do their thing. There's no reason why a Sailor Senshi can't do what they wish other then their own personal code of Morals. Which can be anything.
We see the difference in the original cast easily especially between the Inner Court (As they have been dubbed by fans) and the Outer Court. The Outer Court are 'older' then the Inners in the sense that they have a different more grown up view of things. They basically kill all threats to what they protect and sometimes are very unyielding group of girls.
While the Inner court give off the feel that they are younger and possibly more naive (But they're all older then Princess Serenity herself.).
There's a tension in how things should be done between the two groups. Which eventually is override by what their princess needs/wishes to have. (Which brings back full circle of duty over personal life. )

Wow... even though they were mostly pretty peaceful, that's still a lot of dissent and instability for ANY kingdom to survive. Two Senshi camps, an morass of paranoid upstarts, and invasions from the outside, while they may not seem like much, are a great motivator for any kind of capitulation. While the Earth may not have caused much of a ruckus, envy, suspicion and anger are enough to drive anyone or anything to ruin. Do you think Serenity would have any sort of fail-safe in case the moon were ever invaded?

Doubtful. Though it wasn't entirely Earth's fault becuase Metallia had used and enchanced what was there to the point of madness in enough to convince the others. It's like a Charismatic Zealot to a mass of people.
In any case, I doubt Serenity had anything like that -otherwise it would've came to play and we wouldn't have Sailor Moon.
What DID happened was after or during the destruction of the Moon Kingdom, the Three Outer Senshi (Pluto, Neptune and Uranus) came together on Saturn and unsealed Sailor Saturn.
Sailor Saturn drops her glaive which basically ended the Silver Millennium quietly and pretty much killed off anyone else that was left with the exception of Earth.
That's how I believe that Uranus and Neptune were reincarnated because they died there.
Pluto on the other hand, I believe the Time Gate yanked her back before she would've died.
Which would make that her first venture from the Time Gate since she was appointed.

Then it's perfect: the 'fail-safe' I have in mind aggravates the Silver Millenium's predicament with the Dark Kingdom. I'm aiming for the "untold story of Utopia" approach anyway.
And besides, it's not so much Serenity's idea as it was Endymion's, in order to appease his paranoid people. Earth being a sort of commonwealth to the Silver Millenium, it is able to make some of it's decisions without Serenity's or anyone else's say.
In my story, Endymion gave the responsibility of deposing Serenity should ever the Silver Millenium's actions endanger the lives of the people of Earth or the other planets to a philosopher warrior acquaintance of his as a reward for serving Earth's colonization war in the Andromeda galaxy, my character Tora. In the government, Tora plays a rather small role, a former scholar and one of the many decorated generals serving Endymion's expeditionary forces. He is power-hungry, fiercely independent, and reactionary to a fault, like any other person on Earth. On top of it all, he harbors an ardent patriotism, yearning for Terrestrial sovereignty.
He is unique, however, in that he has deep connections with the Silver Millenium in the form of a relationship with Sailor Venus. His reason for deposing the Queen? Finding out her throne was "polluted" with Endymion's "influence".
