Here are some of my thoughts on your comments. If I didn't quote it, I didn't have a comment for that section.

This should be spammed. I don't know if any of you realize how insanely good 20% is for such a quick attack. USE THIS WHENEVER POSSIBLE! And what's even better is that sometimes it makes your opponent trip, so if you're offline and you catch your opponent tripping, you can wait and do another knee for a free 9% or whatever.

Up Tilt: Snake kicks above him. Comes out fast and does surprisingly high knockback. May be a bit tricky to use since you have to get close to an enemy, but it works well right out of a dash attack or against enemies jumping up from the ledge.
This move is also insanely good because of it's hitbox. Seriously, go into training mode and look at how far away you can hit them from in comparison to the position of his leg. This should be one of your main kill moves.

Honestly, I wouldn't touch this move. It's useless compared to the forward tilt in terms of damage, and up tilt in terms of knockback.

I wouldn't touch this either, your opponent WILL see it coming and you WILL NOT hit them with it.

This is probably Snake's best aerial. It's quick, good knockback, but high landing lag.

I personally wouldn't reccomend going out of your way to hit somebody high in the air. They will almost surely see it coming, air dodge or whatever, and then you're above them and still in lag time. Not a good situation. Just stick to up tilting for vertical KOs. >_>

I honestly would not reccomend this move. You probably won't hit them with all four kicks, and almost definitely not the last one, which is really all that matters.

It slows down if you change the angle, but if it goes straight it will speed up and thus increase the damage it does on contact with the enemy. Pay attention though, as snake is unable of moving while controlling the missile.
It's okay... if your opponent dodges it and is moving toward you, you're basically screwed.

In my opinion, this is a pretty bad recovery move. You don't pose the threat of doing damage to them for one, so any opponent who isn't afraid to go off the edge will get you (unless you are able to recover high above the ledge), and even then, if your opponent grabs Snake at the edge while he's doing his up B, he can't do it again unless he damages himself with C4.

Down Special: If you place it in immediate vicinity of someone, Snake will attach the C4 to him. Great, since your enemy can barely do anything but wait for you to explode it in his face. It also works similar to a gooey bomb, if you touch a player with a C4 pack it will be passed on.
It should be noted that the gooey bomb effect can be taken advantage of in teams if friendly fire is turned on.

Dash Attack: If you do an up-smash just as the dash attack begins, snake will do the up-smash instead and slide across half the stage with superspeed. It’s extremely hard to do without slowdown (try it in training mode), I was only able to recreate it a few times in real battles. Here’s how to do it: Run, then press down the C-stick to do the dash attack, and instantly after tilt it up and press Z at the same time. Sounds complicated and difficult, and it IS. There’s a much easier way though. Do the dash attack, and make sure you hit the enemy in the first few frames. You HAVE to hit the enemy to do this. Snake will be stunned in the air for a fragment of a second just as the dash attack hits. Now it’s the time to press up on the C-Stick. Snake will do the Snakedash. The optimal result would be the enemy knocked into the air by your dash attack and then finished by the Up Smash. This is extremely useful if done properly, and it’s definitely worth practicing for it. Here’s a video demonstrating it: Snakedash (simplified)
I find it easier to do it with a shoulder button set to "Attack" and tap jump turned off. Then simply Dash, C-stick down, hit up on the analog stick, and hit said shoulder button, and this should be executed in order, though almost all at the same time.

I would say that down throw is his best throw, but to understand why you would first need to understand the concept of your opponent getting up after he has fallen since he only has 4 distinct options. If you predict a roll, you can follow up with a walk toward them and f-tilt for another 20%. If you predict an attack, shield, grab, down throw again. Same if they get up without an attack.

My advice: stick to the ground, Snake's aerials are generally very bad compared to what he can do while grounded. Also, recover high so people can't hit you as easily. This can be accomplished by double jumping and then immediately up B-ing, so your momentum carries you up and there is virtually no acceleration since you are already moving fast.
