Tim won't get axed in favor of a new Robin because that's how they got him back into the suit. Anyone remember Stephanie?

Drura Sehpt Tim won't get axed in favor of a new Robin because that's how they got him back into the suit. Anyone remember Stephanie? The ratio doesnt have to be 1:1, 90s char for silver/golden age char. They seem to be satisfied just killing em off.
