Do a little leveling with him first. I'd assume the trip to Lavender wouldn't be easy, or short so I don't think you need to worry about encounters and chances for experience.
I'd say you can make the capture when the Growlithe is around 7 or 8.

Well I'm logging off for a while too. Gotta read a few more chapters of the Iliad. And level up my pokemon so they can take on the challenges ahead. Infernape's endurance sucks, good thing I've got my Blissey over from FR.
