Okay, all I see left is a little cleanup. "If the user runs farther than 50ft, the wave will still only travel 30ft."
and Since we prefer genjutsu to affect one or two senses (and the fact sound isnt important for that jutsu) just take the sound bit out.
Unless anyone has anything else to say that should be about it.
BTW, I knew where it was coming from. While I never really watched Doctor Who myself I know a little about it. That's why I was asking if he would be a "Doctor" but he didnt get it.

Description: The user simply performs a few hand signs while standing within the enemies view. From there the user's body appears to glow with a faint bright light then it bursts into colorful paint streams. The paint seems to fall like rain around the enemy, coating the person as well as their surroundings in a colorful mess. Then the paint fumes hit the person and they seem to think that they have become high from the fumes(of course this is all just happening in their heads and they aren't actually covered in paint nor high from paint fumes).
Note: One of higher ranking could easily break free from the genjutsu. Lasts 3 posts

Jutsu's Element: Explosive Clay
Description: With this jutsu, the user is able to place their chakra on to dirt and place them into the mouth which molds the clay. The user pays one rank under the rank of the clay and with this they can create more clay. With this jutsu the user can make up to three clays per use.
The user automatically learns this jutsu when he/she obtains the Bloodline.

Akura: sorry been busy. No automatic learning, all clans and bloodlines need to learn their techniques.
Perhaps make it take two posts? I think pre-made clay should be the users main supply in battle. though this is purely academic unless you have to keep track of the clay you possess somehow. (I think you should, but i don't think the current system has any such limit) This is of course open to discussion.

Description: In an effort to make his wristblades more practical, Yamatano invented the water stairs jutsu as a way to always have a height to jump from. While standing on a body of water, the user brings up ten floating, flat sheets of water, similar to the water mirror jutsu. These sheets of water each float one foot above the other, at six inches apart for each, making the staircase ten feet high and five feet long. The jutsu was designed for someone to climb the stairs with a running start, leaping off at the end, but can also be used as a means of getting over a barricade. The stairs must be made atop a body of water.

On clay creation, this is not so much a jutsu as it is an item. I don't think creating exploding clay should cost any chakra at all. That being said, I also don't think clay can be made simply from dirt. My suggestion: Create ingredients for the clay, submit it as a custom tech. You could even assign resource gathering missions to yourself by doing this. And they can't all be things that you find at a market, SOME effort has to go into getting the material.

Alright a few quick questions about the jutsu: - Do these stair have to be aligned like that? Can you make it into a hall or alter the distance? - Can the steps stop any type of tool or jutsu? - What happens if a jutsu hits them? - How many posts does it last.

I don't understand what that means. As for altering the length, no. Stop a tool or jutsu? The stairs are each flat planes, not an entire staircase. If you're asking if something would get stuck in the staircase part of it, no, because that doesn't exist. If a jutsu hits them? I guess if its powerful enough, the stairs would dissipate. One. Thats how the jutsu is designed.
