Oryo is not necessarily right on track in terms with Mandalore. While the Mandelorians may not support him, they really dont' give a crap about him either to go kill him either.

According to Oryo, it's Drako's brother.
Technically, its Boba Fett.
So we retconned it so that Drako's bro created a side-faction in which he was Mandalore, and they ran around acting like the true Mandos.

I don't know about you, but when you have a choice of being silent and getting shot up, or confuse the enemy and possibly get the first shot in, I doubt if you'd stand by.
If you didn't notice, they were going to make sure teh bodies were dead. I doubt if even you would sit still and get shot.
