Cobra_X The entire hypothetical nature of the conversation is irrelevant as the explanation Sai gave can't really be disproved. Oto was destroyed, but that doesn't mean that people don't live there still and there is nothing that says they couldn't have picked up an orphan in the streets of Suna and given them a new life elsewhere.
Beyond that, Zenko was part of the Otogakure before joining the Akatsuki, but there are no surviving records there, so it doesn't matter. Atsureki made a mistake... Sai brushed it under the rug by saying the lesser experienced child filled out the form wrong. There's really no way to disprove it. I was just trying to get the rp moving crying
