(Duality) Well, the way I see the move...
Ability to read minds with a small effort. = Gift of the Psychic: Advanced Telepathy and Gift of the Psychic: Advanced Telepathy Spread were made before the Made Ups had to be resubmitted and they did almost the same thing. They had fairly many drawbacks and an obvious weakness that anyone could play on. It needs a drawback or a limit.
Anyone who affects her mind, i.e. with a genjutsu, will be pulled into the illusion along with her. Those who are immune to their own genjutsu will still be pulled in as soon as they get physically close. = The first seems okay but they will be able to break free easier than she would. The last part is too much unless given a limit at the least. Both need a drawback.
Able to control illusions, even those that affect her. Obviously quite limited. = Bluntly no unless you can give examples of the limits and provide a drawback.
Increased focus and resistance against fear, emotion, pain, etc. = Increased focus by how much? Resistance for how long? Again, drawback and limit.
A brilliant glow that pierces even unnatural darkness. = A limit?
Able to dispel genjutsu from others by looking them in the eyes. = Questionable. No genjutsu that are created using doujutsu. I suppose then this would be fine.
An aura of soothing calm that deprives enemies of the benefits of adrenaline, anger, etc. = Fine but it needs either a drawback or limit.
Anyone able to discern chakra levels in people will see Tsutae's chakra level increase tenfold, although she can't actually use this increased chakra. = Fine.
To be honest, this is far too much for one technique. But a lot of those things would be fine if you gave it a limit and drawback either for each or for the form itself.
I suppose I'd best change accounts. Got a few things to do that I can't really do on this one.

Oh please, Hido could just say hello in a very friendly mannor and still piss off Kikyo. She's as friendly as a rabid dog on caffine shots. xd
