I have never had the chance of being Kage. I know that I would be very qualified. I am also very active. The highest I have ever gotten is ANBU. If I were the leeader of a vilage, I would have squad of shinobi out on missions that would all come together in aa single plan. Everyone would be busy and satisfied.

With what?! Sprinkle him with water or something? XD The only thing I have going for me is Taijutsu but he can block with the bones. So, make him waste chakra then attack is the way to go about it but now he knows what I am up to so...he will probably drag it on. Ugh.
