Togepi is a b***h like that. Try the -stat +happiness berries, if you have any from your Pokewalker. They still work if the Pokemon in question has no EVs in the stat you're reducing.

I leveled up Togepi and it still didn't evolve. Use a bunch of stat-boosting items on it.

Who is Daisy? Blue's big sister. She should be in his house in Pallet Town; she'll give your Pokemon a daily massage worth 10 Happiness pts if you talk to her between 3 and 4 PM.

They're right about it being the optimal recovery method, but it only outdoes Fresh Water by like $0.5 per HP.

-nod- I think I messed mine up. :/ I'll just go through with her training and then just get those berries. The berries method has been disproven; apparently if the EVs are above 100 it'll drop them to 100 instead of taking away 10. In light of this, however, I don't believe what some Pokemon trainers do, about an uneven EV total reducing the finished stat, so you should be fine with 255/255 and you'd only really be missing 1 bonus stat point.
