Sai knows exactly what to say, but he appointed Zenko to the role of getting in. Unless she signals to him that he should take care of it, he will assume that Zenko will take care of the matter.

Yeah, it would be. Konoha of all places should know about the closing of Oto, since it received a number of Oto nin right after Oto closed.

I imagine they would, unless of course they didn't want to fully integrate into the Sand Village, you know, national pride and what not. I mean, if my village were destroyed I don't think I would want to just forget about it, I would want to work to rebuild it, eventually anyway. idk, just a thought

Well I guess it would depend on whether the shinobi in question considers themselves a Sound-nin or a Sand-nin. If they still consider themselves to be Sound-nin, then the village they associate with would still be Sound, at least in my mind, even if it is destroyed. In any case, I think that Cobra has given a decent explanation in the rp as to why they put down sound instead of sand, even if it is a lie blaugh

I'm not saying that Akatsuki would necessarily know for a fact that Oto nin integrated with Suna (though I do believe that neither Sai nor Jouji stayed in the base all that time, after all, Sai came back from an excursion at the very beginning of the rp), but they don't have to know, they're lying, and who's to say that two Oto nin didn't go to sand? Was there a rule that said "all oto nin must go to this village" in the world, or did they just kind of wander after the villages destruction until they found a new home?

The entire hypothetical nature of the conversation is irrelevant as the explanation Sai gave can't really be disproved. Oto was destroyed, but that doesn't mean that people don't live there still and there is nothing that says they couldn't have picked up an orphan in the streets of Suna and given them a new life elsewhere.

Beyond that, Zenko was part of the Otogakure before joining the Akatsuki, but there are no surviving records there, so it doesn't matter. Atsureki made a mistake... Sai brushed it under the rug by saying the lesser experienced child filled out the form wrong. There's really no way to disprove it.
