Well, the russians are highly isolationistic culturally, rather disliking when they have to borrow foreign ideas. They prefer to come up with ideas on their own, and are highly resourceful. Practical as well, as noted by the AK-47 and other russian gadgets, favoring effectiveness and rugged ability over technological completeness. They lack the industrial capacity as others, and are much like the klingons are to the federation.
i guess something that mimicks that...

I dont think the Chiss really have the Russian attitude.
@Des: No, really Des? We only already visited it in CotS and the Republic that fell to Palpantine was based upon a little thing called the Ruusan Reformation.
