Hmm hard to say but probably Naruto since they do have Kisame and fruit users cant swim and all that. Hell I think Akatsuki would be enough lol

Also I think Pain Could Solo One piece well there are some powerful characters in one piece like the elemental users. that they're body is made out of certain elements.. but overall i think genjutsu would be the main weapon for this battle

coz technically One Piece has more brute strenght than Naruto characters. but overall Naruto can counter with Genjutsus.

Loofy Hands down Naruto Rock Lee VS. Sanji Hands down Rock Lee Its obvious Naruto character can destroy their closest One Piece counterparts...
