I have submitted a system, and the crew is working on cleaning it up. so there is stuff going on there (im pretty sure...)

@MBCWW i dont think that would work, since that means you have to know exactly what they are going to do. and from the way i understand it, it is a last minute move not a planned one. In other words, that would basically defeat the purpose of having the jutsu in the first place.
Of course now the original question of how it doesnt god-mod. the chakra drain is minimal once you get to high levels, but at least it is enough to limit academy students use of it. I think that their reaction time kinda comes into play, if they couldn't possibly have any time to react (and perform the jutsu) then they cant use it. If someone were to just use it over and over i think it would be a good idea to contact a crew member to sort things out.

about the leaving the area issue. I'm not sure i like them being able to just leave in a battle, but in general rp it makes sense to ignore you. (like what happened to you) but i think if they were in a battle they should only be able to try to leave, then see if the other person forces them to stay somehow. same for guards.

Well it just doesn't make sense to me how a log could just come out of no where. I think they would need to have found the log and performed the jutsu beforehand. Its just like a hidden kunai being thrown. They would state that a hidden kunai would be thrown so both users would know but only one RPC would know. Other wise the replacement jutsu could come basically out of no where and that seems like god-modding to me. Keep in mind it may seem like it comes out of no where in the series because we're looking through the eyes of the person being fooled and not the one doing the fooling. When a replacement jutsu is revealed to be just a replacement, it is usually because it had been hit and beforehand you never see handsigns being made for the jutsu which would indicate it was made beforehand. As for chakra drain I think a simple trick like this would be a D Ranked maybe C Ranked Genjutsu.

Er well...I happen to have a question. I was told by Gregar828 that I was Hyuuga Clanhead due to being the highest ranked Hyuuga. Would this give me Neo-Byakugan or up my Taijutsu level? (I'm a jounin). Or both?

Well, I was auto-ranked jounin as well so...? I think that if hadn't been auto-ranked, you're saying I'd have to do it on my own. But the bonuses...would they apply now?

I still think the rule of thumb would be if you are somehow dodging something you couldn;t possibly have reacted to like a lightning bolt or something, then you couldnt have time to perform the jutsu and therefore cant use it.
If someone just uses the same move over and over again you should call in a mod to look at it. it's kind of a hard thing to make any more of a rule for than that, so its kind of why the mods are there.

exactly. i dont think it is likely to become a problem. academy students might use it, and sometimes genin, but i doubt there is any danger of abuse. and again there are mods should it happen.

Say a sand ninja has tactical ninja, and great chakra control, and they go into the Suna training facility to learn a c rank jutsu. He would only have a minus four post to learn it right?
