Yes and No
He wants to punish the earthnoids yet in the event that he does let Axis (a huge asteroid base) hit the Earth it creates a nuclear winter allowing the Earth to heal itself over a few years and making mankind immigrate to space.

So he has to choose between sharing space with Earthnoids, or letting the earth suffer ...o.0 I'm missing something I think.

Well from what I gather, he wanted to drop the asteroid to punish the narrow minded people on the earth. Because supposebly living on earth pulls their souls down, so for the advancement of new types, he tried to get everyone to live in space.
However it seems somewhat odd to me that he still cares about the earth because of the people who are abusing it...yet he wants to send an asteroid down onto the earth so that he can kill millions/billions of people so that the planet can heal. I'm not sure if that conflicts with his idea that Earth pulls peoples souls down if he still seems to care about it?

Maybe he thinks if they all originate in space then go to live on earth later, the earth wouldn't be able to affect them.
Though that theory is totally crushed if he refuses to go to earth for fear of becoming a weak coordinator.

He knows that everyone originates from Earth, though he was born in space, ala spacenoid. He wants people to become newtypes by way of mass destruction and chaos. He thinks that when everyone becomes a newtype, they can understand each other and settle differences without war

I didn't assume he didn't know people originate from earth,
But it's good to know he'd cause a genocide for a reason and that normal people aren't good enough to live peaceably in the universe.
This means if I lived in this universe, I'd be screwed. Basically XD

I would make robots pilot the MS's so I could just sit back from a distance and not have to be in the fray.

Have you ever seen an A.I. more advanced than a Haro in any of the Gundam series? Face it we would all probably end up as foot sloggers.

I wouldn't be a foot soldier cuz I would have applied for the MS Corps.
Plus, if you aren't a test pilot or some ace, they would give you a GM, not much of a suit there.
