Off the top of my head: Byakugan. Ultimate chakra control = undetectable to chakra sensitive individuals, and being able to see everywhere allows you to move undetected. So long as you are stealthy about it. Plus, juken is good for assassination if used properly.

You're welcome. Okay, here are 2 more:
Nara: You carry no weapons. You can shadow possess opponents, and make them mimic your moments to kill themselves with a kuni. That's quite a simple one. Or just let a buddy finish them off.
Exploding Clay: You make bunch of hidden bombs in a room and walk off. Observing from a distance, you wait for the target to enter the room, then detonate. Without some excellent chakra sensing ability or a bloodline that can detect you from afar/the mines, the targets are defenseless.
edit: If I were to use the Nara, I would not be able to be defeated. I thought of a place to kill people that doesn't require a roof/nighttime/forest/enclosed structure, and the conditions I need are almost anywhere.

Yeah, but you forgot how often effects are ignored, if somebody walks into a planted room, they'll say something along the lines of, they sensed it before they even walked in and kill you, see what I mean, effects are ignored far too often

Yeah What is the most active village The only one I can think is Mist since Zane is the Mizukage but he has not be once for about a day or two so yeah. IDK about that other ones.
