The creators have it out for the fire types. Not only are there not many new ones there is about a 3 to 1 ratio already as it is of Water to Fire pokemon in the game.

Shiro Crenu Some day, I hope to be a rocket. Then again, I won't be able to collect badges if I do join. Or will I...? Naw, probably not. Oh such a conundrum I face. Well, it's not like you couldn't be sneaky and get badges without showing your true identity, unless Rockets are against getting badges. (which I wouldn't know). Btw: Dragon/Steel is a very strong double-type.
