The last two being where the Base of Operations would be for the factions, and then the two extras being like, fair game either way.

And you mean where do the airships run around? if that's a problem we throw in an extra subforum for different kinds of open-air sorta things, like mountains, or turn it from a City sub forum to a Regional subforum.
