Well, firstly I was going to redesign it slightly, but primarily I wanted to add in information about the two NPC's working underneath Kael to help him train the students.

Sure, as long as the NPCs are restricted to training soldiers.

I've got an idea for a bloodline that would allow for two RPCs count as one, would that be acceptable at all or just flat out denied?

*shrugs* Don't know really. Lately I've been neck high in bloodline/class ideas so for about a week I think I'm just going to take a step back from it and let urban handle the requests for now. I wouldn't be opposed to the bloodline though.

Here's a question I've been putting some thought into. If a male rpc of one bloodline and a female rpc of another decide to have a child, then as a hybrid which of the bloodlines does the child receive from its parents?
