Quick Claw should sometimes help its poor speed. Magmortar's special attack is great, but all his other stats aren't well balanced out. Hopefully the Quick Claw will help. I was thinking about Scarfing Magmortar but that wouldn't really help as you are limited to one move. Though you could try it.
Hmm... I look at that and think, "if I'm gonna use choice specs, confuse ray doesn't belong there." Also, since this is for the Wi-Fi League Quick Claw isn't allowed.
How about this as a small improvement:
