If I chop someone's legs off, or poke their eyes out, do they receive a movement/dodge penalty?

We trust the players to play that out appropriately. We aren't going to put a system to that sort of thing. That's where plain common sense comes into play.

It depends on which techniques, and what you want to edit. Techniques that are already posted, and in use, may not be edited except for the name/chant. Technique effects, damage, breaking, or anything else associated with these may not be altered.

Physical, Elemental, Kidou
Physical has no sub-groups that I know of except for close, medium, or long ranged.
Elemental is split up into fire, wood, earth, ice, water, air/wind, fire, et cetera.
Kidou is sort of an off-branch of elemental dealing with those blades that are not physical in nature and use forces not exactly under elemental. These include non-elemental, poison, paralysis, sound, illusion, et cetera.
Some examples of physical shikai/bankai include Ichigo, Renji, Ikkaku, and Gin.
Some examples of elemental shikai/bankai include Rukia, Rangiku, Toushiro, and Yamamoto.
Some examples of kidou shikai/bankai include Byakuya, Mayuri, Yumichika, and Sousuke.
NOTE: With the exception of Yamamoto, I used the given, not the familial, name of each person.

I'm pretty sure that Byakuya's shikai/bankai is physical. It's ranged, but physical. (In it's bankai phase [Senbonzakura Kageyoshi], a long row of swords appear. That's pretty...physical. Sure, it has effects in bankai...but they're only the overpower-ness of the bankai we're taking into effect.
So...if it's not elemental and it doesn't have any kidou based attacks...that leaves physical. 3nodding

It's a combination of physical and kido.
Physical because of the fact that it is simply thousands of zampakuto blade shards.
Kido because those shards are controlled by Byakuya and probably by the use of reiatsu and Byakuya's final last ditch attack (the wings) is a reiatsu attack.
But if you were to put it into one category I would say it's a kido-based shikai/bankai.

In order for us to pass our final class we must learn two kidou spells, if you do not have the requirements for the spell can you still learn it? If you can not then I can not learn any spells, because my kidou is only 5.

Karite: You don't actually have to have the stats for the spell to learn it. Only to use it.
So yes, you're fine for the class.
