"How are you going to start this 'goose chase' to throw off Kuroda's guys?" Shehk asked. Really, the plan was pretty screwed over if that step was botched. Especially when it was the Horsemen in play. "Plus there is a big 'if' on the front of getting an Heir - if not Invictus - to help." Shehk didn't really know the Horsemen heirs all that well, so she wasn't sure if they'd even get past that first hurdle of things.
First and important hurdle.

The admin was impressive to say in the very least. Shun listened to the plan of action carefully, trying to figure out if there was anything wrong with it. And actually, one thing did come to mind.
"As Shehk said, sending the Family on a wild goose chase won't be too easy. They will need something tangible to go after. If we can get Invictus on board, then perhaps we might be able to utilize one of the other horsemen as well. It is a bit of a stretch, I realize. The horsemen could easily be uncooperative," he started before pausing to think some more, "As far as contacting the hunters go, I will have to see if I can find out just how Kaitou has been contacting him. The less relaying needed, the better."

Jericho let out another snarl after the plan was laid out for them all. This was putting a good amount of stock on the reaper when his trustworthiness was rather questionable.
"What of Shun? This all could be playing directly into his hands if he is not truly one of ussss. And even if we do manage to go through all of this, exactly what is the plan for the hunter himsssself?"
There were many things they could do exactly. Personally, he wouldn't mind tearing the humans limb from limb.

The jikininki's head turned to one side as he listened to the plan that was being laid out for them, and he couldn't help but pass a glance to the two girls beside him. There were a lot of 'ifs' and other loopholes. More so then Seiji was really comfortable with. The s**t they were messing with, it was all far too big to poke at without the support of a solid plan.
Not that the ghost boil was offering much in the way of solutions. He listened to Shehk, then Shun and Jericho, and the frown that seemed so very at home on dark features deepened. They could identify the issues, that was actually the easy part. It was coming up with ways of countering those issues that seemed to be more of a problem.
He also wasn't sure what had happened to make the dragon so damn suspicious of Shun, and that was a little worrying. Seiji couldn't think of a single thing the reaper had done in any of their brief interactions to warrant that sort of animosity.
With a sigh the boil lifted a hand to pinch at the bridge of his nose, shoulders rolling so he slid a little further down the wall.

Hel’s brows furrowed as she listened to the plans being laid out. Ugh. Strategizing. This was never her strong point. She honestly just liked to rush into things and hope they worked out…but this was certainly not a matter where that’d be acceptable…too many students at stake…
Though, she would voice a concern she had. “Ah, what if a more powerful hunter is dispatched? You know…like one with the glowing scythe…yes, there will be a good number of us, and potentially a horseman or two…but even the horsemen had trouble with the older hunter…” What was being said? We’re ******** if they send a more advanced hunter.

"Sending someone as high profile as him would probably alert the Horseman that has been wandering around the Haunted House area."
Shun hadn't been there to see it, but he had heard a thing or two of what happened that day. Closing his eyes, he thought it over a few more, trying to come up with alternatives.
"A backup plan is needed. Should the horseman heirs decide to not work with us."

Malodore gave the screen a highly skeptical look. "So we are attempting to stop... the mafia? Or the Hunters? What is our ultimate goal in this matter? It is to prevent the transfer of Halloween creatures into Hunter hands through this group, yes?" it said into the microphone, carefully. "How will this plan achieve that end? We may trick them once, but there are always more mafia members, and more Hunters."It leaned its head to one side, resting its cheek on the top of Riley's head. "Your suggestions, mia cara? You always were a better strategist than I."

The pup listened quietly, keeping his mouth shut until the proverbial jack o lantern lit up on top of his head. "How about we just use a decoy if the Horsemen do not comply, Maybe a nice little kelpie that we know won't mind playing a part in this?" he mentioned offhand, the suggestion clear to those who knew the person he spoke of.
"this way the Horsemen clans will stay safe, and that Kelpie knows how to run when the situation calls for it." he tried to reason further. "i think the bigger question is literally how are we going to catch the mafia in this goose chase, and not end up on some kind of hit list, not to mention deal with the hunters and not get captured ourselves, it was hard enough helping the others that were captured last time."
Always the voice of reason when it mattered, and when Levi was not peeking under the keyboard looking for that elusive any key.

So the rusted creaking wheels of Levi's brain turned. Oh yes, there was activity going on in her head; just not as quickly as the others. When the hellhound spoke up at the computer, Levi understood how the contraption was working- somewhat. Oh. It was like talking in a phone.
Welp. If it were me, don't think I'd go after nothin' less than what I came fer if tryin' ta git'em somewhere. Ta git'em ta go where'ya want, they're gonna want'a horseman so what 'bout disguisin' somebody as 'a horseman?
To hide ones identity was of course a way of protection as well as a form of trickery in this way. The though was somewhat unsettling when considering they were in turn talking to a faceless source about all this but- if Lizzy had trusted them, the tatzel saw it as enough reason for the source to be trusted by her.
Ain't sure how ta'be most convincin' none but... it's an idear. If we got'a way 'a makin' it work.
Of course they would be taking risks by allowing someone else to disguise themselves as the horseman of conquest but- they would at least not be giving the humans what they wanted while still giving them what they wanted?

Mitsu had gone silent throughout the planning process. She really had no input because mostly...she didn't like the plan. Not one bit. It was very risky no matter the strategy they tried to put behind it. More than likely something was going to go wrong and she could see those scenarios playing out in her head but no real way to avoid them. It also had her on edge that Shun was so determined to be in the middle of everything. Malodore also had a point. Their ultimate goal was to have these activities ultimately stopped but there would always be other mafia members to take the place of informants and there would always be other Hunters ready to take students or horsemen whenever they had the opportunity. It just so happened this was a much more low key way. If the 'Hunters' were exposed they would just seem like a random group from Halloween taking people. They would be hard pressed to get anyone to believe that they were humans in disguise. It was a difficult decision because they really couldn't sit and do nothing. " Do you think we could get information from a Hunter? The hows, whens and wheres that this is going on?" She wasn't entirely sure how this information would be extracted, more than likely the Hunter wouldn't just give it up so willingly but she could hope.

Falling silent while the others spoke their concerns, Shun thought things over, trying to come up with some things. Though, when Mitsu spoke up, he glanced over to her and nodded.
"If we can capture one of them, I believe we might be able to extract information. It isn't guaranteed, but we have a better chance of learning than if we didn't have one in our hands. Information, when it comes to an enemy, is very important."
Frowning lightly, he turned back to the computer to add a little more to the discussion.
"There will be risks no matter what action is taken. I am willing to attempt to handle this on my own if it comes down to it," he said before pausing. There was something on the mind, but he wasn't entirely comfortable with the idea. However, it was the only thing he could think of, "As far as the Family goes... An anonymous tip could be made while they're being led away from the main group. So that they'd end up going right into the boogeys. Even with the hunters out of the picture, at the very core the Family has been kidnapping students, as well as doing a few other illicit activities. "
That alone should stop the operation. It might help keep most of the others safe for that matter too. No doubt his father would realize he was playing a hand in all of this but the rest won't be so obvious. And as far as the hunter(s) went, he figured they could just kill them once they were done extracting whatever information they could.
Even so, he didn't really like the idea of calling on the boogeymen. They were not an organization he particularly liked.

Shehk leaned back in her seat and frowned. There was a lot of room for something awful to happen with this plan. It wasn't properly thought out at all, there were too many ifs and variables. Did she want to participate in this at all?
What proof was there that the actual Horsemen themselves - the big ones, not the heirs or their clans - would even care if hunters were dispatched? That was a factor too. So much uncertainty, and all Shehk could do was play every scenario through her head, each one playing on some concern she'd been harboring.
She played with her phone for a moment, typing in several messages she'd end up erasing, before she just closed her computer and shoved her phone into her pocket. Shehk didn't have anything else to share, as it stood.

And with that the meeting was over. Mitsu continued to sit and stare at the laptop wishing there were more answers, wishing there was a better way of doing things. Nothing was certain but then would it ever be? Another thought came to mind about Jericho and how they would deal with him. Would he try something in the future? Mitsu was a little leery to find out and would no doubt be on edge the next time she saw the dragon.
"I have a bad feeling about all this...." She whispered though it was mostly to herself.

And that was it. Letting out a breath, Shun signed on out as well, then glanced to Mitsu as he heard her utter something. With a slight frown, he reached out and placed a hand onto her shoulder.
"We'll find a way to deal with it."

That was that. Xiu hadn't offered any advice for the latter part of the conversation--she would talk to Lizzy and Junko in private in the near future anyways, she was sure--so she simply disconnected from Scythe when everyone else did. With a sigh, she leaned back in her chair, eyes shut.
"What a mess," She murmured, her brows creased, "I hope everything works out."
