iThe Luna Diviner The reason why Zane couldn't lead Akatsuki was because there was a higher need for a good kazekage. Since Zane still had that sand saanin profile, there was no need to auto rank someone else to the position. But Zane's just waiting for the 2 rpc rule to start so that he can take back his other rpc, with a different name

One of the requirements to be a hunter ninja is to NEVEr betray the village, shay. And as the soon to be highest ranked hunter in the village, I would be the head of that team.
