Before and during a woman's menses cycle, she will often have painful cramps. These can be anywhere between mild "is this the bad nachos I had last night" cramps to "kill me now, where is the sweet release of death?" cramps. It can be the achy "did a mule just kick me?" cramps or the "Who has the egg-beater of death shoved in my ovaries?" cramps. Most women get it somewhere in the middle. It makes them cranky and bitchy, and often they will reach for anything to alleviate the pain and discomfort. Hot baths, yoga, chocolate, mytol...and in this case, Doctor Who's sonic screwdriver.
Doctor Who was a BBC series about a man simply called "The Doctor" who travels through time and space, and his most reliable tool is the sonic screwdriver, which can do just about everything...
...everything but relieve menses cramps, apparently. ^_^

Pre-Menstrual-Stress (PMS) or even Pre-Menstrual-Disphoric-Disorder (PMDD), yes. Also, the cramps are usually bad at the beginning of the menses, because the uterus is actually shedding it's fleshy lining, much the way a butterfly sheds a cocoon...except backwards...and bloody...yeah, it's unpleasant.

It could definitely be a contributing factor. Every single woman has a slightly different menses, depending on her genetics, diet, sexual practices, stress load, climate, activity level, etc., but there are always a few things that 90% of women seem to share during that time of the month. Cramps and mood swings are two common symptoms.
