My plan failed epicly. Started writing quite a bit, then realised it wouldn't work. Bleargh. Rewrite rewrite.
One question that throws a major problem is if there are three foreign factions in the land, what's stopping them from taking over the neutral area?

Because. If one tries it, the other two will probably attack them, because they want it, too. It's like a no-man's land - no one wants to give it up, even though they can't take it for themselves. Matter of principle.

That doesn't really stop people from invading in real life.
Bleargh, I think I'm giving up on the history (which no one would really care for). But here's what was written so far, in case we can still pick up bits from it. I'm just gonna start working on the present situation, haha.
Neitralia is a large expanse of land that is rich in natural resources and was once home to the Technomancers. With a precise blend of science and magic, the Neitralian civilization prospered and in the heart of it was a mighty fortress of steel and spires that seemed to pierce the heavens.
Within the fortress, the best Technomancers were attempting to create was a device that would transmit an ether wave vibrating at a specific frequency that would bend the fabric of space itself. Anything directly subjected to it would be ‘vaporized’, only to reappear in some other plane of existence, or at least that was the theory behind it.
When it was deemed complete the Chief Technomancer ordered its activation, but as fate would have it, disaster struck. From the depths of the fortress came a dreadful rumble and arcs of energy began to strike across the entire tower. This triggered countless explosions and soon the tower was aflame with fire and electricity. Then came a terrible eruption of sound and light which shook the very foundation of reality, and when it all cleared, the fortress was in ruins and there was no soul to be found for miles. The surviving Neitralians mourned the loss of their Technomancers, and tried their best to salvage the ruins. They knew that without them and their technomaginations (machines created with science and magic), their lands would be subject to the mercy of other empires and factions that eyed Neitralia with greedy eyes.
Upon clearing the rubble, they found a section of the device left somewhat intact; a large circular frame wrought of steel that had toppled onto the floor. There were wires connecting it to a large machine panel with busted levers and melted parts. At the side was an energy source indicator, a dial covered by cracked glass with the reading somewhere close to empty.
Taking the risk, a brave (or perhaps foolish) Neitralian by the name of XXX tinkered about with it and suddenly the machine sputtered to life. The frame began to heat up until it glowed bright red and a strange glassy surface formed within the frame. Moments later, a human shape took form and stepped out from the frame. He wore clothing foreign to this world, stained in oil and grease, and in his hand was a spanner. Not just any spanner, but one that appeared to have parts of technomaginations melded into it.
XXX immediately guessed what had happened; while the device had failed, it transported bits of the technomaginations throughout reality and by activating the frame, it had attracted them back to its origin, together with anyone holding it.
Note, this is NOT being used, but is here just in case there are bits we can use. Just didn't want it to go to waste completely xD

Writing the present situation was much easier than expected! I think we can get rid of the history completely, haha.
Neitralia is a large expanse of land that is rich in natural resources. Three main factions, with a neutral area right in the centre, currently occupy it. The factions originated from other lands, but have a unique agreement in Neitralia to reside peacefully there.
In the neutral area there is a large city built over an ancient site of technomancy, lost to the current era. While primarily a trading hub, the city is famous for a large establishment known as the Worldspanners Inn. A technomantic relic lies dormant in its basement, but every year it activates for reasons unknown.
The relic is a large, circular steel frame that acts as a portal. Long ago, due to an accident, shards of technomancy were hurtled across existence itself and melded with other objects. When the time comes, bearers of these items (known as Technomaginations) are transported from their own world to this world, and of all places, the basement of the Worldspanners Inn.
This strange occurrence gave the city a reason for the three factions to co-exist in Neitralia without fear of invasion. The various factions could recruit these foreign newcomers for their own purposes. For the 50th anniversary of this event, the Mayor of the city has decided to spice things up by hosting a contest pitting these new recruits in various challenges as they represent their factions. The newcomers are divided equally and at random unlike before.
This is where you (you refers to your chosen Original Character) come in. You have somehow gained hold of a technomagination recently and have appeared in the Worldspanners Inn.
Note: Your technomagination is your key to remain in the world. If you lose contact with it for more than a month, you will transport back to your homeland.
So in our entry form, they need to describe a technomagination that their character now possesses for this contest. It'd be a good test of creativity as it certainly doesn't need to be a fancy item!

Well, the history is not a huge big deal, Im sure as time passes things take shape, backgrounds I mean... I have been working on my own world for years, and there are so many things yet unanswered or that I haven't decided on.
Regarding the fortress city, what I imagined was like a united nations, where the peace was sought after by the three kingdoms, and its where they tried to work out their differences to avoid war. Thats not to say it isnt a tenuous peace or without political strife, just like real life :3 Maybe they simply decide not to use direct attacks to gain the world advantage, but rather through politics, government, and technology/trade.
Anyway, that all sounds great! I love the idea of them having to create something entirely new about their character as to give us insight! Perfect! We should expand on that in some way for the structure of the competition events.

Kim, do you think you could write a paragraph about the UN idea? I too want it in, but I kinda forgot and wasn't sure how to phrase it. The blurb I posted is flexible and subject to change.
I'm off surfing this weekend, so yet another disappearance from me! xD

hey... so since there seem to be three factions.. and a thieves guild... and since people "losing" their technomagination means they are essentially out of the running... why not.. the thieves guild be the eliminators.. no one can be in it but RP managers and their assistants... and the thieves steal the technomaginations? seems like it would be a precious commodity... it may not be visually striking or sparkly.. but its something super rare.. and probably sells for a crap ton to each nation (especially one that might be aspiring to try to recreate and perfect the gate that originally functioned)...
fun part would be ANY of our characters could be part of it (maybe we draw lots at the beginning) and we have to successfully not let any of the new lovelies coming RPing with us, figure it out.
as for the relic... should it be in the center of the neutral town? and for laughs lets make it something amusing...

XD I really really really like this idea of the thieves guild plotting to get the technomagica thingamajiggers and all of us members in some way of the underworld, driving the plot... I had intended for my NPCs to target the players in some way or other.... this could either add on to that or tie in I am sure... I am so tired right now or I'd write more, I will try to after work or before work... Thorny, yea, I will do that, and then I know there were ideas sprinkled throughout the thread I meant to reply to or perhaps incorporate.... I may have to re-read.

Alright, I worked out some stuff about my faction. XD I want to stress that it is a work in progress and is completly flexible - if something can be improved or you think it won't work, please suggest so, I will be very happy of any help in refining my ideas. :3
The Dragonkin
The Dragonkin are the second age of the Dragons of (whatever we decide to call the world). The first age was the time when they believed themselves to be the only people in the world, before they explored beyond their territories, were they grew within themselves. In general they are solitary, most prefering little contact with even other dragons (except where nessisary for trade and learning). Even mates will rarely live together, even when they have a child, although they will raise them as a parent, often with the child moving back and forth between mother and father. This was largely a time of peace as the dragons lived without ideas of nation or territory. Any decisions that needed to be made where done by casual committee within that immediate area.
The second age began when another sentinent being, who was not a dragon, discovered them. Curious, the dragons began to mingle with the others, and learnt from them - they exchanged medicines, food, but also ideas. The idea of being a part of something bigger. The dragons chose their first collective ruler, something they had not had before, to represent them to the other races. The decendants of that family are still the 'royal family' today, albeit somewhat diluted a bloodline. Officially they are one of the very few 'pure' dragon families although in realitity it is not the case.
In the years that followed hostilities rose between the dragons and the other nations they had learnt shared their world. Some dragons left to join others, unhappy with the leaders, some others came to join the dragons, and there are many children of mixed desent. Thus they grew to call themselves the Dragonkin.
They embrace technology but their understanding and craftmanship is still limited to clockworks and windmills and steam power. They have an air fleet (being dragons they prefer to be in the air for their attacks) and have developed airships to help them. Attacks on the ground are exceptionally limited.
They can take humanoid forms, they are often not very 'complete' and can have anything from horns to scales even their tails or wings still visable, but to varying degrees dependant upon skill with this magic, how strongly dragons feature in their genes and of course plain desire. Some dragonkin consider it fashionable and prideful to display a few features.
Their fortress on the edge of the neutral zone is known as Alcazar. It is defended by a small grouping of their airships and guarded by a dedicated group of strong dragonkin, led by Captain Jade. During the event in question Prince Raidar will be in residence as representative of the dragonkin, along with a few nobles and lesser members of his family, most of them will only make guest appearances unless the plot calls for more.

I can't speak for anyone else, but if it's something you want to work in (and Thorn was suggesting something darker going on?) some slave thing then I think that would be interesting!
