According to Eustace, "The freak's a barber. A freaky barber, with his own freaky barber shop, where freaky things happen. Freaky barber things!"
This character only appears in about two episodes. This quote is everything he says in the main episode for him. The second episode he's in, he only has one line.

An olive green suit, he wears, and an enormous grin.
Though there is not one hair upon his chin.
And with messy blond hair, this barber sins.
for only to himself is he not quite... naughty.

I seriously thought his poem would be a dead give away...
