Wind swirled around the figure, their chill fighting the fires down while weakening the lightning that crackled across his skin. Slowly, wind built itself up in front of the figure, revealing a man dressed in formal Kage robes.
"So.. you finally made it. Have you realized the error of your ways, Raikage? Did you honestly think you would get away with attacking one of my shinobi, and then one of my allies?" His voice dripped with unbridled anger. He stripped his robes away, revealing a Jounin outfit covered in small ceramic tiles. Silver chakra began crackling in the air around him as he growled.

Katsuro made it to the gates and was on top of them. he the ordered the Anbu he summon from the HQ to close it now. it slowly shut it so that the Cloud Kage could not escape.

Leto had heard the alarm. He spun in the air, still in Kaze Shunshin no Jutsu, and flew towards the Gate. He arrived landed near his Amekage. "Am I late?" He asked, not wanting to miss a thing. He looked over at the Cloud Kage. "Who is he?" Leto asked, he had never cared about politics.

Leto nodded, a tad annoyed he couldn't fight, but he wouldn't want anyone to mess with his battle. He should do the same to others. "What do you want done with her?" He asked, talking about the Snow Shinobi he was training.

With embers of fire circling around them Hirose didn't say anything at all. He didn't come here to talk to an enemy, he came there to kill one. Hirose suddenly seemed to just disappear from view only for his blurred appeared to be seen leaping through the air, trying to tackle Nitoru. With the immense speed he gained from mastering his village's taijutsu, Hirose was a difficult opponent to keep a track of. Still, it was kinda diminished with the form of him using such a barbaric tactic as a tackle, wasn't it? Perhaps he was more enraged than he let on.

Leto nodded, disappearing away in Kaze Shunshin no Jutsu before the battle started. He wished he could have watched, but he had other things to do.

Nitoru growled as his opponent moved. The boy was obviously underestimating him if he thought something like that would work on him. Pumping chakra through his limbs to counter the others speed, Nitoru sidestepped the sudden rush. His hand arced down, his elbow swinging to hit the other Kage's back.

A powerful electro-magnetic force field engulfed Hirose's body and send the elbow off course, putting Nitoru off balance. He used this instant of broken stance to flick his wrist behind him, sending a lightning fast black-colored handcuff, connected to a long chain, shooting towards Nitoru's wrist. With the magnetic propulsion mastery he had, the throw was enough to send sonic booms out in the air as it broke the sound barrier.
((Just so you know what I'm talking about because technically it's more of a style I guess than a jutsu.

Nitoru took the blast, and took it further. Rather than being thrown off balance, the Amekage used the propulsion provided by the electromagnetic repulsion to flip over. He used an Okuridashi Kaze, and completed the flip by landing out of the way of any subsequent attack. He staggered slightly as a sonic boom rolled across him. He ran through the seals of one of his most used jutsu, and slammed his hands against the ground.
"Wind Release: Geyser Creation." The ground below where Hirose was going to land began crumbling apart. A large fissure formed, and freezing winds shot upwards from it.

The handcuff zipped back into Hirose's sleeve as the ground opened up beneath him. However, instead of a great blast of freezing wind, it was only a slightly powerful icy chill. Still it ripped his pants and gave him a couple of obvious bruises and a chill. Hirose shook it off and glanced boringly at Nitoru. "My turn." and punched himself in the stomach with a fist glowing with wind chakra. He opened his mouth to let loose a large and frightening wind blast at Nitoru, its power capable of clearing entire forestries. At the same time Hirose prepared himself to move in order to get the opening if Nitoru tried to dodge the blast.
(Because of his clan and rank, there isn't a wind jutsu in the world that will harm Hirose. Correction, yours will because of your kage rank. However, they'll be much weaker against him. ))
Fuuton: Renkuudan (Wind Release: Steroid Blanks)
Description: The user collects chakra in his fist, summoning wind in a “blank round,” and then pounds it into his stomach, directing the chakra through his stomach and out his mouth as powerful blasts of swirling wind embedded with incredible amounts of chakra that can clear whole stretches of forestry.
