It's not Shukaku and it's not Sasori because he was human at one point...although if you go by the myth where they got Shukaku from then so was Shukaku, it doesn't matter it's not either of them. He was never human at one time or another.

Man! stare I thought I got it that time...okay...he's alive...not human...the only thing that comes to mind is that ferret from the movie but I can't remember if they were from Suna...... But that's my guess for now

It's not that ferret but that answer is very close. That ferret was from a traveling caravan so I have no idea where it came from. Think never send a ferret to do a weasel's job.
