Well yeah the dude basically can change into other Kamen Riders and can use all of their powers...So he'll have at least 30+ forms at the end.
Then there's Diend which is also another story.

Nah...He usually has to utilize most of the basic forms for whatever Kamen Rider he gained access to in the last world. That usually means he'll change like three times before he returns to normal
BTW I haven't even mention what he does to other Riders.

...And now I'm sad that the series is going to end prematurely.
This one ends at 30 episodes while others ended at like 50.
Still He just turned a dude into a drum/bird.
