Sephiroth noticed the director of SOLDIER walk into a room, and followed him in. "Lazard... you know more than anyone that our ranks are thinning out fast from this war with Wutai.
"We need to swell our ranks again, and those who are 3rd Class who've survived so far, and done well in the Wutai War, should be promoted to 2nd Class." Sephiroth continued. He looked at Lazard with solemnity in his emerald eyes. "The more we have, the stronger we'll become. A handful of 1st Class SOLDIERS isn't going to be enough to turn the tide. Eventually we'll all be overwhelmed, Genesis, Angeal and myself included."

Cloud, as he walked down the hall, heard Sephiroth talking to the director of the SOLDIERS. He heard him say something about being overwhelmed, and was immediately alarmed. What if something happens and we really ARE taken over? He ran off, going to ask Zack about what had been going on. Zack was really the only person here he could trust and who treated him as an equal and not as his inferior.

Sephiroth was starting to get frustrated with being ignored by Lazard. His fists clenched with annoyance. He was incredulous that Lazard wouldn't respond concerning a matter as pressing as this.
