Although Shiro had been using numerous Jutsu's, his Chakra level was at least double what one would expect to be left, as he only needed half as much Chakra while using the Eye. Neko would most likely have noticed that Shiro's Chakra level above the ice was still quite surprisingly low.
Deep below the icy surface, the water was pitch black, as no light could get through the thick surface. From behind Neko's floating body, two small rings of blue illuminated as Shiro opened his eyes, the cold water not affecting him as his Eye shut down all of his senses, including the sense of feeling.
You're not the only one with surprises. Surprise.
Shiro reached out a hand and placed it on the back of Neko's neck.

-=Neko turned around quickly, smirked, and seemed to vanish. His energy was coming from every direction from under the ice, but he was nowhere to be seen. The torrent of needles still ontinued on the sirface as Neko's energy seemed to seep away, still coming from all directions under the ice, but becoming more distant=-

Shiro stayed still and waited for Neko to make himself known again. He felt a huge surge of Chakra for the second he held onto Neko.

-=A puddle seeped up from the ground near the edge of the grove, Neko soon emerging from it. The needles weren't stopping anytime soon, but their paths bent around Neko, then continued on their way=-
...Hmm...How can I get this guy?....
-=Neko thought for a moment, his guard up and his mind sharpened. He stood in one spot, devising a plan of action=-

A quick Gale Fist struck from behind Neko. Shiro had used the Kimawarimi Jutsu to switch places with a leaf on the ground behind Neko.

-=Some of the needles behind Neko stopped, and with their velocity, quickly built up, forming an improvised barrier as Neko turned around. The shield broke as the gale hit it, but just as soon as it was destroyed, more needles built up, melded together and a 12-foot in diameter, about two-foot-thick, concaved (To Shiro's POV) wall rushed towards Shiro at an incredible speed, quickly enclosing him from every direction but back, being that Shiro was relatively close. Even then, the wall was still building up size and strength=-

Shiro stood still as the wall built around him, activating a Kamiwarimi Jutsu at the last moment, hopefully switching with Neko this time.

-=Neko's energy was greater, and he had greater control, so the Kamiwarimi failed, And the wall hit Shiro with the same speed and force it had before it hit, easily sending Shiro back the three or four feet needed to knock him out of the grove, and out therefore, out of bounds, though the wall kept advancing, and the needles kept swirling around the grove=-

As the Kamiwarimi failed, Shiro's quick thinking allowed him to secretly switch with one of his Bunshin clones from the attacks above the ice. However, Neko most likely would not have noticed this right away, and if he did, then oh well. Shiro turned around and blasted Neko with another Tatsumaki Gale Fist.

-=Neko turned one hand upon sensing the shift of Chakras, another shield forming to block the gale before sending out another cup-shaped chunk of ice, twice as fast as the previous one, which enclosed around the bunchin and filled with quickly-freezing water=-

Shiro quickly snapped a hand upwards and used an Ookaze Jutsu to alter the path of the cup, causing it to hit another bunshin and fill with water.
Now this is a match I've been looking forward to. Even with my Eye, he still presents a match.
He smiled and executed his 1000 strike technique combined with the Gale Fist, executing 1 thousand strikes in extremely rapid succession, throwing a Gale fist in there every 50 strikes or so to keep Neko on his toes.

-=Neko's eyes opened wide for a moment, before a smirk wrapped around his face. He quickly dropped what he was doing with the shields and focused on bringing all of the needles to him to form a tightly packed, swirling bubble of ice. The shields bursted apart and the shards quickly joined Neko's defense. When a strike would hit, maybe a hundered needles would absorb the blow, shatter apart, and reform, ready to take on another strike=-

Shiro opened his eyes wide as he saw the shield take every single hit from Shiro. He slowed his attacks down and eventually stopped. He stood there for a second before placing his hand out in front of him.
"I concede."
