I think it is the same reason why ogres weren't included. They aren't able to really balance an individual Skaven with an individual human/elf/dwarf while remaining true to the fluff cause they would just bee too weak ogres would be the exact opposite being too strong to be included.
Or maybe they couldn't find another "order" race to balance them out.

Actually, that's really not accurate at all. There is no such need for balancing races in that fashion in an MMO setting. Like every other existing MMO, the differences between a Troll and a Gnome break down to a few rearranged stat points (EQ-style) or a few racial abilities (WoW-style) or even less than that. Races could be perfectly identical except visually and the game would suffer in no way, shape, or form.

Race selection is narrowed down to a balance between (a) the amount of work required to code and develop everything that stems from a race (hint: it's a lot) and (b) the symmetry set forth by the designers.

And I'll go ahead and tell you that (a) is a lot more important than (b).

It's just online. Dashes in words like online are like suspenders, and make someone look like they're trying too hard to be a big ol' smarty pantaloons.

Otherwise, Age of Reckoning, I.E. WH Online, is, in my expert opinion, looking retty slammin. Everything as of yet looks great, and blows anything the last developer did out of the water. Do I plan on buying, playing, and enjoying Age of Reckoning? Yes. Yes I do.

Gamespy has an interview up with info on the Empire.

All races will have four classes. It would seem that the Empire will have the Bright Wizard, the Warrior Priest and the Bandit as being confirmed.

I fanyone here lives in england and reads pc gamer you will have received a booklet from nvidia or something like that this month and in it was a list of games including the new wow expansion, the expansion for dawn of war and warhammer mark of chaos but nestling in among these pieces is an article about TADA warhammer online: Age Of Reckoning with quite a few details i'll try and get a picture.
